New framework or old wine in new wineskins?

The new publication from UNESCO-UNEVOC introduces two well-known management tools, the Balanced Scorecard (BSC) and Ecosystem mapping.

The difference is, that here a framework is elaborated for the screening on innovation or innovative actions. Due to my experience while facilitating a new Strategy for the Training Sector for Water Resources and Irrigation (TSWRI) I recommend this approach.

It needs to be highlighted, that the here presented approach is not new, it is an application of management tools already for a long time established in business operations.
